IMPLEMENTASI KEBIJAKAN GO DIGITAL DALAM PELAYANAN ADMINISTRASI KEPENDUDUKAN DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KOTA SEMARANG

Abstract

The purpose this study is to analyze the implementation of the go digital policy in population administration services at the Dispendukcapil Semarang City and the driving factors and constraints. This study uses a qualitative approach by collecting data through interviews, observation and documentation. The informants of this study consisted of the Head of Population Administration, service counter officers and applicants for population administration services at the Dispendukcapil Semarang City. Data analysis was descriptive qualitative. The results showed that (1) the implementation go digital policy in population administration services at the Dispendukcapil Semarang City was supported by good communication, resources, positions and bureaucratic structures. (2) The driving factors include the authority to provide population administration services; the existence of planning programs and activities that support the implementation of the Population Administration System; there is good coordination with regional apparatus organizations through the implementation of the Cooperation Agreement. Constraint factors originating from the agency are not yet optimal public services based on information technology and population administration service innovations; SIAK management is not yet optimal, document ownership has not reached the target; lack of cohesiveness, synchronization of population data between agencies; and the absence of a Mayor Regulation as a guideline for the technical implementation of the go digital policy implementation. In addition, the obstacles from the community are the lack of knowledge and awareness of the community for the use of technology in population administration services, and network trouble constraints.
