THE IMPLEMENTATION OF SURAKARTA’S MAJOR REGULATION NUMBER 21 OF 2020 ON SURAKARTA BIG DATA AS THE BASIS OF REGIONAL DEVELOPMENT PLANNING

Abstract

The research is aimed to analyze: (1) the implementation; and (2) the challenges encountered in implementing the Surakarta Mayor’s Regulation Number 21 of 2020 concerning One Data for the City of Surakarta as a basis of regional development planning. The type of research is qualitative research with a case study design. The research was conducted in BAPPEDA Office. Data was collected using observation techniques, in-depth interviews, questionnaires, and documents. The data analysis technique is carried out by interactive analysis which includes three main steps, namely 1) data condensation, 2) data presentation, 3) drawing conclusions or verification.

The research concludes that: (1) The implementation of Surakarta Mayor Regulation Number 21 of 2020 concerning One Data for Surakarta City as a Regional Development Planning Base can be studied from four important variables, which consists of: (a) communication, (b) resources, (c) dispositions, or behavior, and (d) bureaucratic structure; and (2) The challenges encountered in the implementation include the following: (a) infrastructure readiness and the provision of an inadequate Data Center; (b) inadequate number and quality of human resource capacity for data management in the regions; and (c) there are still ego sectoral problems from each government agency
