In recent years, the system and management changes that have been carried out are not purely based on the vision of improving parking management in Semarang City, but are more likely to be influenced by certain interests. So that parking management in the city of Semarang has not been able to carry out its function as a means of supporting transportation management, the lack of parking services provided and the low target of receiving parking fees every year. This poor parking management is not only due to the limited number of parking managers (parking attendants), but also to the implementation of regional regulations for parking retributions that are not optimal. The existence of unscrupulous officers and gangs of thugs who play in the parking management business also exacerbates the problem of parking service management in the city of Semarang.
